In sixty years, I’ve never becomes completely unplayable, it can be replaced without penalty, but the shot that caused the damage counts. The ball that was struck will always be replaced to it’s original position. The ball that strikes the other will remain where it ends up, whether the position is better or worse. If the player who is playing the ball that strikes another was on the green when he made the stroke that hit the other ball, he is penalized 2 strokes. I mean, it makes sense, right? That the thing holding up the other thing would go the same distance, since they’re both being smacked at the same time? When your clubface catches the ball, ideally, you want it to do it with the center of the face, or just slightly higher (but still centered). Not only that, but you want to “hit up” into the ball.
So if you play your second shot into (say) an area of long grass and are unable to find it, you may under this rule drop a ball by the edge of the fairway near where the ball went and then play your fifth shot. In the case of a penalty area other than a bunker the penalty is somewhat different. The one additional penalty stroke applies, but you are not (necessarily) required to play the ball from where the original shot was played. Other options are available. This is a bit of an odd one, but technically a ball that you hit into an area of ground under repair and stays there, cannot be a lost ball (under the rules of golf) even if you are not able to find it. If you ball goes into (and remains in) an area of ground under repair (you have to be virtually certain of this), but you are unable to find it then you take relief from the GUR as though you had found the ball. This may sound a bit strange, but GUR might be dangerous or damaging to enter.
In the circumstances where the ball is lost (or thought to be lost) in the general area of the course, the normal option is what is often termed ‘stroke and distance’. That is you are required to play another shot from a location as close as possible to the place of the original shot, with the addition of an additional penalty shot. In practice this has the effect a two shot penalty because you are (for example) now playing your fourth shot from the same place as you played your second shot. Since 2019 there has been a second option available – which is really only intended as a way to speed up play for a player who has for some reason chosen not to play a provisional. It is only available where there is a local rule that permits it and this local rule should be removed for the purposes of most competitions. Under this option the player may drop a ball between the point where the ball is thought to be have been lost and the nearest fairway (no nearer the hole that the point at which the ball is thought to have been lost). The player must also add two penalty shots.
